Okay got more info from organizer's tonight.

Its an alley cat race with gambling undertones.
At check points a game will be played to receive a card, if you lose you do something dumb then proceed.
Best poker hand at the end wins, as does first second and third place as well as DFL...

It should be awesome fun and pretty entertaining and the fact the games will be played means the fastest or most street aware may not be the eventual winner...
